The Eevee at this location isn't particularly high level, but you need to defeat them in battle nonetheless. Moreover, we suggest using an Ultra Ball to improve your chances of capturing them.

- When you summon them, there's an additional flash/sparkle and sound effect that plays.
For the most part, Shiny Pokemon in Pokemon Legends: Z-A tend to be extremely rare, as was the case in previous games in the series. If you really want to find one, then you should keep your eyes peeled when exploring Lumiose City, especially Wild Zones.
Wild Zones are specific parts of the city where you can capture Pokemon that are roaming around. The further you are in the campaign, the more Wild Zones become available, and each one has at least five species that you can catch. One of these spawns might turn out to be a Shiny, though it's not always guaranteed.

It's also worth noting that some Pokemon are diurnal (they only appear during the day), whereas others are nocturnal (they only appear at night). You can always rest on a bench to pass the time and change the day-night cycle.
